Mr. Spector has served as Vice President of Finance since June 23, 2025, during which time he has led key initiatives to strengthen financial controls, reporting rigor, and operational discipline as the Company advances toward scaled commercialization and prepares for a potential uplisting to a national securities exchange. Mr. Spector brings decades of senior finance and operating leadership across public and private companies, with deep expertise in capital markets, mergers and acquisitions, complex transactions, and building finance organizations capable of meeting Sarbanes-Oxley (SOX) compliance and public-company governance standards. His background includes leading finance functions through periods of rapid growth, capital formation, and strategic transformation, including multiple successful M&A transactions and exits. As Chief Financial Officer, Mr. Spector will oversee all finance, accounting, treasury, and reporting functions, including SOX readiness, audit and internal controls, and capital markets strategy, as Applied Energetics continues to position itself for broader market participation and increased institutional interest. Mr. Spector holds an MBA from UCLA's Graduate School of Management and a bachelor's degree in economics from UCLA. He is a CPA (inactive) and has extensive experience working with boards of directors, audit committees, lenders, and investors across both private-equity-backed and publicly traded companies. Applied Energetics, Inc Appoints Dr. Matthew Seaford to Advisory Board Applied Energetics, Inc. announced the appointment of Dr. Matthew Seaford to its Advisory Board. Dr. Seaford brings more than three decades of leadership in advanced technology, national security, and industrial base development across the U.S. government and private sector. Dr. Seaford recently served as Director of the Portfolio Management Office for the U.S. Department of Commerce's CHIPS Program Office, where he oversaw a $39 billion portfolio of semiconductor-related projects. He previously served as National Security Advisor for the CHIPS Program and as Deputy Director of the Defense Production Act Title III Program within the Office of the Secretary of Defense. From 2013 to 2025, he was Technical Director for the CIA Directorate of Science and Technology, leading major programs in support of U.S. intelligence and defense missions. In addition to his distinguished government service, Dr. Seaford is the Founder and CEO of Manufacturing Legislative Services, Inc., a strategic advisory firm serving technology companies in semiconductors, directed energy, and communications. He also serves as a Board Advisor to emerging technology companies, providing guidance on strategy, governance, and growth. Applied Energetics, Inc. Appoints Dr. David Spence as Chief Product Officer Applied Energetics, Inc. announced the appointment of Dr. David E. (Dave) Spence as Chief Product Officer (CPO). Dr. Spence has more than 25 years of experience in the conception, design, and commercialization of advanced laser technologies across industrial, scientific, and defense markets. He has held leadership roles at Spectra-Physics, Newport Corporation, and MKS Instruments, where he directed cross-functional teams developing next-generation ultrashort pulse laser systems, nonlinear optical solutions, and diode-pumped solid-state amplifiers. Dr. Spence is also an Optica Fellow, holds over a dozen issued patents, and has authored numerous scientific publications. Dr. Spence holds a Ph.D. in Laser Physics from the University of St. Andrews in Scotland and a B.Sc. in Physics with First Class Honors from the University of Stirling.
