From 2002 to 2011, he served as Senior Engineer of Institute of Road Planning of Transport Planning and Research Institute (TPRI) of Ministry of Transport, Deputy Head of Institute of Information of TPRI of Ministry of Transport, Deputy Director of Research Center for Transport Analogue and Decision-Making Support of TPRI of Ministry of Transport and director of the Institute of Information Technology of China Academy of Transportation Sciences. He worked with Road Research Laboratory of Xinjiang Transportation Research Institute from 1994 to 1998, Rapid Retrieval of Australia in 2000 and Strategic Planning, Department of Infrastructure of Victoria in Australia from 2000 to 2002. He has been the Executive Chairman and Director of Carry Wealth Holdings Ltd. since June 28, 2011 and June 7, 2011 respectively. He was an Assistant to President of Founder Group and the Executive Vice President of Founder Xintiandi Software Technology Co. Ltd. Mr. Li served as an Independent Non-executive Director of Huarong International Financial Holdings Limited (formerly known as Simsen International Corporation Limited) from April 23, 2010 to April 09, 2013. He served as an Independent Non-executive Director at Nanjing Sample Technology Company Ltd. from May 23, 2011 to May 20, 2013. Mr. Li holds a Bachelor degree in Laws from the Faculty of Law in Peking University in 1992. He received his Bachelor Degree in theoretical mechanics from Lanzhou University in 1994 and received his Ph.D. Degree in transportation planning from Melbourne University, Australia in 2002.
