Mr. Qi Cui serves as Chief Executive Officer at Prosper Construction Holdings Limited and has been its Executive Director since October 6, 2015. He was Chairman of the Board of Prosper Construction Holdings Limited until October 03, 2018. Mr. Cui is a founder of Prosper Construction Holdings. He is primarily responsible for the overall business strategies and operation of Prosper Construction Holdings. Mr. Cui is experienced in marine construction industry. He started his career in the industry when he was first employed as an assistant engineer by China Harbour Engineering Company Ltd. (“CHEC”) in the PRC, an engineering contractor, from August 1984 to September 1986. He then joined China Harbour Engineering Company Hong Kong Branch (“CHECHK”) in October 1986 (which is a subsidiary of China Communications Construction Company Ltd as at the Latest Practicable Date), and was subsequently promoted to the positions of general manager assistant, deputy general manager and managing director (authorized representative) of CHECHK in June 1991, July 1992 and May 1996, respectively. Through his extensive industry-related working experience, Mr. Cui has accumulated in-depth industry knowledge and market understanding for the marine construction industry. Mr. Cui served as a Director of Prosper BVI, Hong Kong River Engineering Company Limited, Creator Pacific Limited, Hong Kong River (Macao) Engineering Company Limited and the commissioner of PT. Indonesia River Engineering. Mr. Cui served as Director of China Geo-engineering (Singapore) Pte Ltd., from June 1999 to April 2003. From June 1996 to August 1996, he served as Director of C&P Myanmar Pte Ltd and China Infra-Structure Investment Ltd. Mr. Cui also served as a director of Shenzhen Changsheng from April 2005 to 25 March 2016 and a director of China State Port since December 2009. Mr. Cui was admitted as a senior engineer from the Ministry of Transport (previously known as the Ministry of Communications) of the PRC in October 1995. He was then admitted as a registered Project Manager (1st Class) in the PRC from the Ministry of Constructions in July 1997. Mr. Cui was admitted as member of Hong Kong Institute of Construction Managers in February 2000. He was then admitted as a Member of The Chartered Institute of Building in February 2006 and a registered Constructor (1st Class) in the PRC in January 2007. Mr. Cui was admitted as a Fellow Member of the Chartered Institution of Civil Engineering Surveyors in January 2015. Mr. Cui obtained a bachelor’s degree in naval port engineering from Hohai University, (previously known as the East China Technical University of Water Resources in July 1984. From September 1996 to December 1996, he participated in and completed a national construction enterprise project management course offered by the Ministry of Transport (previously known as the Ministry of Communications) of the PRC. He obtained a master’s degree in construction economics and management from Tongji University in December 1998.
