Hang Lung Properties Limited Appoints Andrew Walter Bougourd Ross Weir as A Non-Executive Director, Effective October 1, 2025
The Board of Directors of Hang Lung Properties Limited announced the appointment of Mr. Andrew Walter Bougourd Ross WEIR as a Non-Executive Director ("NED") of the Company, effective October 1, 2025. Mr. Weir, FCA, MBE, BBS, JP, aged 61, brings thirty-eight years of experience in auditing, finance, advisory, and professional governance. He is a Chartered Accountant and a Fellow of both the Institute of Chartered Accountants in England and Wales and the Hong Kong Institute of Certified Public Accountants. Additionally, he serves as a Council Member of the Hong Kong Institute of Directors. Mr. Weir is an Independent Non-Executive Director and the Chairman of the Audit Committee of both Standard Chartered Bank (Hong Kong) Limited ("SCB HK") and FWD Group Holdings Limited ("FWD Group"), and he is also a member of the Risk Committee at each organization. He is an elected Steward and a Board Member of The Hong Kong Jockey Club and a Trustee of The Hong Kong Jockey Club Charities Trust. In addition, Mr. Weir serves as the Deputy Chairman of the Financial Services Development Council, where he chairs the Governance Committee and is part of the leadership team of the International Market Development Committee and the Middle East Financial Services Working Group. He is also the Chairman of the Pacific Basin Economic Council Limited, a prominent regional trade think tank, and chairs the Belt and Road Global Forum, which comprises over 160 international organizations. Mr. Weir's extensive experience also includes serving as the Chairman of the Listing Review Committee of The Stock Exchange of Hong Kong Limited (the "HK Stock Exchange"), the Chairman of the Supervisory Board of the British Chamber of Commerce in Hong Kong, a director of Prime Asia Real Estate and a board member of Plan International Hong Kong. Mr. Weir also held various leadership roles previously including chairing the Listing Committee of the HK Stock Exchange and the British Chamber of Commerce in Hong Kong, holding Director positions with the Asia Pacific Real Estate Association, the Asian Association for Investors in Non-Listed Real Estate Vehicles and the Community Business Leadership Council and being a Council Member of the Trade Development Council and a member of the International Business Council. Mr. Weir has thirty-three years of professional experience at KPMG, serving in key leadership roles that shaped global asset management and real estate strategies. He was the Global Head of Asset Management and the Global Head of Real Estate at KPMG until September 30, 2024, a member of the Global Clients and Markets Steering Group, the Global Financial Services Leadership Team and the Client Advisory Board. From 2011 to 2023, Mr. Weir was the Regional Senior Partner of KPMG in Hong Kong and the Vice Chairman of KPMG China, where he was a key member of the Executive Committee. He was previously the Head of Capital Markets, KPMG China, and ASPAC Head of Infrastructure, ASPAC Head of Asset Management and Real Estate. He chaired KPMG's UK-China corridor, leading efforts to establish greater linkages between businesses and investments in China, the United Kingdom and internationally and he initiated the KPMG Middle East-China corridor. He also chaired the KPMG Board Leadership Center and led the quarterly KPMG Independent Non-Executive Directors Forum, sharing insights on boards and audit committees since its inception in 2010. Recognized for his contributions to trade and investment, Mr. Weir received an MBE in the Queen's Birthday Honours List in 2017 and was named "Director of the Year" by the Hong Kong Institute of Directors for his services to the NGO sector. He was appointed a Justice of the Peace in 2020 and awarded the Bronze Bauhinia Star in 2024 for his services to Hong Kong as an International Finance Centre. Mr. Weir holds a Bachelor's degree in Economics and a Master's degree in Development Economics from the University of Leicester.
