He retired from the Army in 2020 after 41 years of service. Hooper serves as a Senior Counselor for the Cohen Group and is affiliated with the National Bureau of Asian Research, the Atlantic Council and the Council on Foreign Relations. He is also a Senior Fellow at the Belfer Center for Science and International Affairs at Harvard University’s John F.
