China New Higher Education Group Limited Announces Board and Committee Changes, Effective September 8, 2026

China New Higher Education Group Limited announced that Dr. He Guojun was appointed as an independent non-executive Director with effect from September 8, 2026. Dr. He, aged 42, holds a Bachelor of Arts degree in Economics from Peking University and a Doctor of Philosophy degree in Agricultural and Resource Economics from the University of California, Berkeley in the United States. Following the completion of his doctoral studies, he served as a post-doctoral research fellow at the Harvard T.H. Chan School of Public Health. Dr. He is currently a Hong Kong Jockey Club Professor in Economics at The University of Hong Kong, the director of the HKU Jockey Club Enterprise Sustainability Global Research Institute, the director of the ESG Research Institute of HKU Business School (Shenzhen). He also serves as the research director of the China Center of the Energy Policy Institute at the University of Chicago. Dr. He is an economist whose research focuses principally on environmental, development and governance issues, including the costs and benefits of environmental and development policies and the impact of governance structures on policy outcomes. His research has been published in leading economics and scientific journals, including the Quarterly Journal of Economics, the American Economic Review, the Science and the Proceedings of the National Academy of Sciences. Dr. He currently serves as a co-editor of the Journal of Environmental Economics and Management, an associate editor of Management Science, and an associate editor of the American Economic Journal: Economic Policy. He is also a fellow of the Asian Bureau of Finance and Economic Research, an external research affiliate of the Sustainable and Green Finance Institute at the National University of Singapore, and a consultant to institutions including the Asian Development Bank and the CICC Research Institute. Prior to joining HKU in July 2021, Dr. He served at The Hong Kong University of Science and Technology from July 2014 to June 2021, initially as an assistant professor and subsequently as a tenured associate professor. Dr. He has received various academic awards and honors, including the ABFER Researcher Award in 2026, the Best Paper Award of the Annual Conference on Asia-Pacific Financial Markets in 2025, the National Science Fund for Distinguished Young Scholars in 2024, the European Award for Researchers in Environmental Economics under the Age of Forty in 2024, the Pei-Kang Chang Outstanding Achievement Award in Development Economics in 2022 and the Gregory Chow Best Paper Award of the Chinese Economists Society. He was also named a Young Scientist by the World Economic Forum in 2019. Dr. He has entered into a letter of appointment with the Company for an initial term of one year commencing from September 8, 2026 subject to retirement by rotation and re-election at the general meeting of the Company in accordance with the articles of association of the Company. Following the appointment of Dr. He as an independent non-executive Director, he was also appointed as a member of each of the audit committee, the remuneration committee and the nomination committee of the Board, and the chairman and a member of a newly established sustainability committee of the Board, with effect from September 8, 2026.
