Mr. Franklin was responsible for Aqua America's federal, state and municipal legislative affairs, investor relations and communications. He had overall operations responsibility for Aqua America's subsidiaries in Texas, Florida, Virginia, North Carolina, South Carolina, Ohio, Illinois, Indiana and Missouri. He joined Aqua America in 1993 and served in a variety of operations, customer service and public affairs positions. He served as the Senior Vice President of Public Affairs and Customer Operations at Aqua America, Inc. from January 2007 to January 2010 and its Regional President of Southern Operations from January 2010 to January 2012, which included its national customer call centers, national meter operations and company-wide billing and collections. He served as Vice President of Public Affairs and Customer operations at Aqua America Inc., from July 2002 to January 2007. Mr. Franklin joined Aqua America in December 1992 as Director of Corporate and Public Affairs and headed several successful projects, including leading the effort to get favorable utility legislation passed in several states, attaining national print and broadcast media coverage for the Aqua America, changing the name of Aqua America and its subsidiaries and expanding its investor relations outreach to increase analyst coverage of the Aqua America. Mr. Franklin served as Regional, Civic and Economic Development Officer at PECO Energy Company (an Exelon Company), responsible for the review, recommendation and promotion of economic development initiatives in the Philadelphia region. He serves as the Chairman of the Chester County Chamber of Business and Industry. He served as the President of the Board of Trustees of the West Chester University Foundation. He served as a Director of National Association of Water Companies since October 2015 until January 2019. He served as the Chairman of the Legislative Committee of the Pennsylvania Business Roundtable in Harrisburg. He has been a Director of Aqua America, Inc. since October 16, 2015. He serves as a Director of Aqua Pennsylvania and Southeastern Pennsylvania Transportation Authority. He serves on the Board of Magee Rehabilitation Hospital. He served as an Independent Director of ITC Holdings Corp. since August 17, 2011 until November 3, 2016. Mr. Franklin holds BS from West Chester University and Executive MBA from Villanova University.
