He served as the Deputy Managing Director of Guangdong China Mobile Co., Ltd. and Chairman and General Manager of China Mobile Group Yunnan Company Limited. He served as the Chairman of China Mobile Hong Kong Company Limited and the Chairman and Chief Executive Officer of China Mobile International Limited. Dr. Lin has an in-depth understanding in telecoms industry in China and overseas and has been conferred the national science and technology progress award (second class) and China provincial management innovation award (first class). Dr. Lin served as a Director of Hong Kong Applied Science and Technology Research Institute Company Limited. He obtained a Bachelor degree of Engineering from the Beijing University of Post and Telecommunications, a Master degree of Business Administration from the Australian National University and a Doctor degree of Business Administration from The Hong Kong Polytechnic University.

It also offers enterprise solutions, including information and communications technology, cloud computing, information security, international private leased circuit, multiprotocol label switching virtual private network, enterprise SMS, and corporate voice services; fixed line services comprising IP phone and local telephone services; and sells equipment and mobile handsets. In addition, the company offers telecommunications leasing and technology, wired telecommunication, systems integration, and financing services. Further, it engages in property and equipment holding activities. The company was formerly known as CITIC 1616 Holdings Limited and changed its name to CITIC Telecom International Holdings Limited in 2010. CITIC Telecom International Holdings Limited was founded in 1997 and is headquartered in Kwai Chung, Hong Kong, and is considered a Red Chip company due to its listing on the Hong Kong Stock Exchange.
