He worked in companies engaged in application software development and computer consultancy. He served as Managing Director of City Telecom HK Ltd., from 1992 to November 2008 and served as its Chief Executive Officer until November 2008. He was responsible for day-to-day operations and technological research, development and support activities of City Telecom HK Ltd. He has been an Executive Director at Hong Kong Television Network Limited since 1992. Mr. Cheung serves as a Director of certain subsidiaries of Hong Kong Television. He served as Director of Hong Kong Broadband Network Limited until May 30, 2012. Mr. Cheung graduated with a diploma of advanced programming and system concepts design from Herzing Institute, Canada.
