From July 2016 to February 2018, Mr. Yan was the Director of Shenyang Municipal Development and Reform Commission. From August 2017 to March 2019, Mr. Yan was the Vice Mayor of Shenyang. Mr. Yan obtained a bachelor’s degree of arts from Northeast Normal University in the People’s Republic of China (the “PRC”) in 1989 and a PhD in philosophy of science and technology from the School of Humanities and Law Northeastern University in the PRC in 2005.
